When heroin hit the streets of Bootle

Julian Buchanan, Professor of Criminal Justice, (NEWI) has written a short but insightful account of the dawning of the UKs heroin problem in Merseyside and how the responses of the probabtion services rapidly evolved from consistently failing and over simplistic abstinence based programs into a more pragmatic multi-disciplinary bottom up approach base on harm/risk reduction.
